tonight more information on an off duty police officer accused of exposing himself to a woman in this parking lot. i'm erin kelly in hampton. i'll explain what hampton roads is doing to increase cybersecurity. im brnadi cummings in virginia beach where a mother was in town demanding anwers in her daughers death im matt gregory in portsmouth where roads projects like this will be spring up all across hampton roads over the next 7 year to just under 2 billion dollars. who is gonna pay for it and where does the money come from ill explain first at 4: a shots fired scare on a local military base. the report of gunfire put fort eustis on lockdown this afternoon. this was breaking during our midday newscast. and we've learned more since then. 10 on your side's jason marks is live in newport news to explain why this was likely just a misunderstanding.

situation here at fort eustis. at the time- officials were told shots were fired by they didn't know where they were coming from or who pulled the trigger. this all started around 11:30. that's when a call from inside building 650, which is took place in the building but then learned it was actually outside. officials say 3 contractors were working on the roof of building 650 when they was gun fire. lockdown. 650 was cleared. officials found no evidence of any gun fire. there were no injuries or building damage. we're told this could have been a misunderstanding. "there is times weapons will be discharged and there is noises on the installation so a contractor who is not familiar with the military might have jumped to the conclusion"

weren't taken any chances. about an hour after the call came in the lockdown was lifted. officials still don't know if shots were actually fired. live at fort eustis. jason marks 10 on your side. now to newport news -- where police say they busted a meth-making operation in the middle of the night. it's the third bust of its kind in less than a week. 10 on your side's joe fisher is live on sydney place where police spent the morning investigating. joe. this is the home here behind me that police searched just after one o'clock this morning. no one is home now --- the man who lives here is now behind bars one neighbor tells me he moved in about six months ago --- and she's been very suspicous of what's been going down inside the home -- especially in the middle of the night.

newport news police and hazmat teams combed through the home. they were working inside and outside. officers say they found a meth-making operation in a shed in the rear of the home. both the home and shed have now been condemned. a neighbor tells us lights were often seen on inside the home throughout the night. there was also a lot of activity -- people coming and going from the home. super = sherri moore/neighbor ((c26 "they had strange little behaviors but i would have never imagined there brett/neighbor hits at :08 ((c40 4:00)) "nobody likes to think anything like this is going on in their neighborhood, but like later on i heard the the way they were dressing up to going in there it was a dangerous place to be going inside." this bust this morning comes after two others this week -- both on middlesex road.

valentine's day -- sunday. the second -- on tuesday -- in an apartment complex across the street. three people have been arrested in that incident. officers arrested 25-year-old tanner meeks here on sydney place this morning. we do not yet have his mugshot. police tell me he has not been cooperative in the booking process. but he's facing charged him with the itent to manufacutur or distribute drugs and conspiracy, a lot more from neighbors coming up on wavy news 10 at 5. i'm joe fisher, 10 on your side. hampton police say a hazmat investigation on cynthia drive is connected to the meth investigations in newport news. hampton police say they found items consistent with making meth. detectives are still waiting for test results so far, they have not made any off-duty norfolk police

accused of exposing himself to a woman in a portsmouth walmart parking lot. as we first reported at noon, the officers employment status has changed following our report. andy fox broke the story yesterday, and joins us from the newsroom. we are now being told the norfolk police officer internal police investigation is now on administrative duty. that is different than what we were told yesterday when we called about the officer accused of exposing himself here in the walmart parking lot on frederick blvd. he was on active duty yesterday, but that has changed and police say the administrative duty status is standard. the victim is only talking to ten and is devastated by what happen saturday. she says the suspect pulled in next to her car, got out with his genitals hanging out of his pants, then pushing against the window. he then left, she watched

his car in so he couldn't leave. the search started for the suspect, the victim had left, but was called back to the scene to identify the suspect. she does not want to be identified. unsettled with highs dropping back into the 50s. police have charged a driver in a deadly late night crash on the eastern shore. troopers say 19-year-old austin rainey from north carolina died after three vehicles crashed in accomack county. it happened last night on route 13 northbound. state police say a woman driving a pick- up truck turned in front of a van rainey was riding in. a tractor-trailer then slammed into the van. police charged the pick-up truck driver, linda stevens, with failing to yield the right of way. new at 4: two people were hurt in this crash this afternoon in hampton. the fire department says it involved a mail truck and another car. in this picture from the fire department --- you can see the mail truck flipped. mercury boulevard near king street --- across from the langley square shopping center. aren't considered life threatening. new at 4: williamsburg police say a man is charged with embezzlement for stealing from a

the manager of a business on richmond road says a garda armored car employee stole a bank deposit bag back in december. detectives later identified the guard as 29-year-old darius washington of newport news. investigators say video shows washington taking a bag with a two- thousand dollar deposit and hiding it from view without processing it. officers arrested washington last night. we're following a 10 on your side investigation throughout hampton roads courtrooms. a former headstones dealer convicted of fraud in several cities faced another judge today. investigative reporter chris horne was there and will tell you what happened. a utah woman says she almost served up something she didn't want to. we'll show you her surpising find in a can of green beans. increasing cybersecurity in hampton roads. what senator mark warner

norfolk police say a serial burglar is at it again. investigators say he's now responsible for three more burglaries, bringing the grand total to eight. take a good look at this man. officers say he's hit several local restaurants, including the golden china on east little creek road on valentine's day. they say last month, he broke into united refrigeration on progress road, and golden city on azalea garden road. this is video of when he attempted to break-in to ole bay seafood. if you recognize the man in this video, call the crime line at 1-888-lock-u-up. a 10 on your side follow-up to my story earlier this week about more than two dozen car break-ins at one parking garage in town center. the city says it has hired a second security guard to work overnight in response to the crimes. the overnight shift will roam through the 5 garages on foot and in cars. tuesday --- police got

outside of the encore apartments on main street. new at 4: the virginia beach fire department is investigating what sparked a house fire. it happened just before noon on peony arch. that's in the green run area. the virginia beach fire department sent us these pictures from the scene. when firefighters arrrived --- there was smoke and flames pouring from the front of the home. a neighbor alerted a man home at the time to the fire. he got out safely. no one was hurt. no one can stay here right now because of the damage to the home. there's also fire damage to a car that was parked in the driveway in front of the talking about threats online. he met with more than two dozen cybersecurity professionals to discuss our region's role in the issue. 10 on your side's erin kelly was at the meeting. senator warner calls cybersecurity -- a challenge -- but also an economic opportunity. he says every virginian has to do a better job protecting themselves. the meeting started with a tour of a hampton-based technology company. representatives from the military, local

hospitals, and education participated in a discussion. senator warner wanted to know what they needed from him to keep the area safe -- and to take advantage of what he calls an economic opportunity. warner says virginia is the state with highest number of unfilled cyber jobs. and the threats facing us -- keep him awake at night. what i'm really afraid of, that we could have an event, almost a cyber 9/11, where we shut down water systems, power systems, in a way that could be catastrophic, before we really fully recognize how dramatic this threat is coming up at 5 -- warner explains the role hampton roads plays in cybersecurity --and how he thinks virginia could fill some of those vacant jobs. side. meterologist ashley

hoverboards are not safe. the consumer product safety commission came to following its months-long investigation into the safety hazards. official new hoverboard safety standard notices to retailers, manufacturers, and importers. if those standards are not followed --- they could result in enforcement actions --- including seizure of civil and criminal penalties. reports of hoverboard-related fires in 24 states that caused two million dollars in property damage. it says most would have happened if the hoverboards met existing standards. a utah woman claims she made a disturbing discovery in a can of green beans. she says she found a snake head. here's a picture of what

sentenced to prison for the third time. a former local businessman gets time behind bars -- again -- after grieving families ordered headstones that he never delivered. investigative reporter chris horne has been following this case through four different cities in hampton roads. wasn't he already serving time? yes, and for edward prince this was his third sentencing, with one still remaining in a couple months. prince has pleaded guilty to felony fraud in portsmouth, virginia beach, norfolk, and today he was sentenced in chesapeake. prince came into the courtroom this morning in prison clothes. he's already serving fourteen months for three victims in virginia beach. judge marjorie arrington gave prince 21 more months, and he'll have to serve that after the virginia beach time. the prosecutor in the case called prince's actions "egregious" because he preyed on people who had suffered the loss of a loved one. pamela campbell assistant commonwealth's attorney -- he would tell them

morning and joins us from where the group is now. gina best has just met with virginia beach police chief jim cervera. about an hour ago best and others came out of the courthouse after speaking to an assistant commonwealth's attorney. best said they told her the case would be complete in less than a month and they are looking into whether or not there was a threat to law enforcement before the shooting. their visit here came after a meeting this morning at enoch an independent investigation by the department of justice. she is calling into question many facts of the case and doesn't think that based on the stolle family connection in virginia beach the investigation will be fair.

the case of the so-called affluenza teen is moving to adult court. a texas judge ruled today ethan couch's case will officially move to the adult system on midnight of his 19th birthday. that is april 11th. couch was 16 at the time of the drunk driving crash that killed four people. he was convicted in 2013 and sentenced to ten years probation in the juvenile system. couch fled to mexico back in december after missing a mandatory meeting with his probation officer. couch was suspected of violating his parole. now that couch's case has been moved to adult court the teen could face 120 days in jail. that's the penalty for violating his probation by running to mexico. we're working to help you avoid traffic troubles at the bridges, tunnels and on the interstates. jen lewis has your 10 time saver traffic alerts. the i-64 widening project continues on the peninsula lane closures overnight at the hampton roads bridge tunnel and the monitor merrimac bridge tunnel single lane

virginia health officials say all three patients traveled to regions where there are zika outbreaks. north carolina just reported it's first case. that patient had traveled to a country where there is an outbreak of the mosquito-borne disease. flu cases continue to rise across the country. the centers for disease control now reports the flu is widespread in 12 states --- mostly in the southwest and northeast. virginia and north carolina are not among those states. it appears the vaccine this year is a good match for the viral strain that's circulating. doctors say it's not too late to get vaccinated. meteorologist ashley baylor is predicting temperatures in the 60's this weekend! but the temperatures will drop again. and when you put on those coats, scarfs, and gloves --- doctors recommend also putting on sunscreen. alyson lowe/medical esthetician "it is a common misconception that you don't get as much sun exposure in the winter than in the summer, but that's really not true." dermatologists say the u-v-b rays that cause sunburns are less intense during

nearly 2 billion dollars worth of road projects will break ground in the near future in hampton roads. this week two groups decided which roads will be built first and who will pay for it. 10 on your side's matt gregory has the latest. you can expect to see more of this in the near future. road projects across the region starting soon, but as it stands they won't be funded by new tolls. the hampton roads transportation planning organization has scheduled several projects over the next 6 years. the plans will widen i-64 on the peninsula from newport news past

i-64 and 264 interchange. while widening the -64 southside high rise bridge after that. the hampton roads transit accountabilty commission has fully funded these projects. paid through gas and sales tax as well as state and federal money. what else will you pay? kevin page /hrtac "we can use the available resources to construct those projects but not preclude tolling from future discussions or actions, but not have tolling connected to the reliability of the execution of that plan." in other words right now tolls won't be needed to fund these 6 projects. but that doesnt mean there wont be any new tolls. what about the 3rd crossing of the harbor? coming up at 6:15 i'll explain where that project stands im matt gregory 10 on your side. traffic troubles this morning in washington, d-c .

beltway closed for around two hours this morning after a tractor trailer overturned. the truck's cab crashed into the wall and crushed part of the cab. the truck's fuel and the contents of the trailer spilled onto both sides of the beltway. police say one person was seriously hurt. justice antonin scalia's body lies in repose in the great hall of the supreme court building. nearly a hundred of scalia's current and former law clerks lined the steps as supreme court police brought in his flag draped casket this morning. scalia's son father paul presided over a brief private ceremony for fellow justices and family members. here's a live picture from the supreme court as members of the public pay their respects. there's a funeral mass tomorrow followed by a private burial. "to kill a mockingbird" author harper lee has died. lee moved to new york in 1949 and worked as an airline reservation clerk while pursuing a writing career. her pulitzer prize winning novel was published in 1960. in 2007 --- president george w. bush presented lee with the

last year --- "go set a watchman" --- promoted as a sequel --- was published. harper lee was 89. the f-a-a and n-t-s-b are tourism helicopter crashed in pearl harbor. we first showed you dramatic video of the crash yesterday as breaking news during wavy news 10 at 5:30. the helicopter crashed about 20 feet offshore --- right next to the visitor center's lawn. witnesses say three people climbed out of the helicopter immediately --- and started swimming to shore. a 16 year old on board is in critcal condition. four others are also in the hospital expected to be ok. two workers died in this construction accident in new jersey. investigators say a five-ton generator was being lowered into place yesterday when a strap on the crane snapped. it happened at a construction site for a new firehouse. osha is investigating. tens of thousands of acres of land are burning across oklahoma. record heat has dried up grass and brush. wind gusts are spreading

reports of injuries. this is video of one of those out of control fires burning through a house. several homes are destroyed. other fires have caused evacuations and shut down highways. check out this video showing two fire tornadoes in missouri. they stirred up as firefighters battled a grass fire just north of kansas city. no one was hurt. investigators say a spark from a lawn mower started the fire. vistors to yosemite national park in california are getting a special treat. this is called a "firefall". it only happens this time of year. it looks like a fire flowing down the side of this cliff. park rangers say it's an optical illusion. the sun is glowing through a waterfall. the angle of the setting sun is illuminating the water and changing its color --- so it glows like lava. meterologist ashley

the international space station is a lot cleaner. this morning --- nasa astronauts released a capsule loaded with one and a half tons of trash --- while the space station flew above bolivia. once the "cygnus" capsule is a safe distance --- engines will push it into the earth's atmosphere --- where it will burn up over the pacific ocean. the capsule launched to the space station in december --- full of food, clothes and other supplies. this next story is also out of this world. nasa says it might have found evidence of an ocean on pluto's primary moon, named "charon." scientists made the discovery after these new pictures downloaded from the new horizons probe. nasa said the ocean would have been below the surface. over time, scientists believe the ocean would have frozen and expanded, causing the surface to stretch and crack. we're about to show you amazing images of something you can't
